If you truly mean relative tolerance, this would not be acceptable for me. I would not consider the solver to have converged and assume that I have not found a suitable approximation of the true solution. See for example Default absolute tolerance and relative tolerance - #4 by nate.
You’ve not written the block formulation correctly. The first row has three columns and the second row has two.
