Can I develop a model on the vortex induced vibration of subsea/ offshore gas pipeline in the FEniCS?

Yeah, why not?

The FEniCS project is a collection of tools facilitating numerical approximation of PDE solutions. Use these tools for your own needs, or to produce more specialised tools as you propose.
