As you increase the velocity, transport by advection dominates. The standard continuous Galerkin methods do not work well for such problems. You may want to look into stabilization methods or switch to DG/HDG.
When I increase the diffusion coefficient to reduce dominance of advective transport, the errors in cumulative flux reduce.
